On Tuesday, May 28, 2025, on the floor of Parliament, Hon. Eric Nana Agyemang-Prempeh, Member of Parliament for Ahafo Ano North, made a passionate call for reform in the appointment of Metropolitan, Municipal, and District Chief Executives (MMDCEs).
In his statement, Hon. Agyemang-Prempeh emphasized the need for a more inclusive and democratic process that truly reflects the will of the people at the local level.
Currently, under Article 243, Clause (1) of the 1992 Constitution, MMDCEs are appointed by the President. While this arrangement has provided structure over the years, it has also led to a number of governance challenges, including friction between MMDCEs and Members of Parliament, and unclear lines of accountability.
The Hon. MP proposed a shift toward a non-partisan electoral system for MMDCEs — one that empowers citizens to directly elect their local leaders. According to him, this approach would not only enhance transparency and accountability but also help deepen grassroots democracy and community ownership of the development agenda.
He further highlighted that this reform could significantly reduce the “winner-takes-all” syndrome in Ghana’s politics — a system that often breeds political tension and undermines collaboration across party lines.
“As representatives of the people,” he said, “we have a responsibility to ensure that our governance systems are people-centered, transparent, and accountable. Electing MMDCEs is one of the ways we can achieve this.”
Hon. Agyemang-Prempeh concluded his remarks with a strong call to action, urging fellow lawmakers and stakeholders to prioritize local government reforms that promote equity, participation, and progress.
